If you intend to import an excavator into Ghana, you must follow both standard customs regulations and the country’s newer limits on earth-moving equipment enacted to combat illegal mining.
- Excavator Import Permit (required).
Ghana implemented a “No Permit, No Excavator” policy. According to this policy:
An import authorization is required before shipping an excavator to Ghana.
Excavators cannot be imported without previous government approval.
This regulation is part of the government’s attempts to supervise heavy equipment used in mining and construction.
- Customs Documents
For customs clearance, you typically need:
Bill of Lading (Air Waybill)
Commercial Invoice
Packing List
Required documents include the Import Declaration Form (IDF), Ghana Revenue Authority (GRA) Tax Identification Number (TIN), or Ghana Card PIN, and any required import permits.
Any other regulatory permissions needed for the equipment
- Excavator registration and tracking.
Since May 2025, imported excavators are subjected to further regulations.
Registration at the point of admission.
Install a GPS tracking gadget that has been approved by the government.
The competent authorities provide a distinctive excavator identification number and number plate.
Customs clearance is linked to the import authorization via a specific clearance code.
- Customs Duty and Taxes
Importers should anticipate to pay appropriate fees.
Import duty, VAT, NHIL, GETFund, ECOWAS, EXIM, and processing fees are all statutory costs.
The precise amount depends on the excavator’s
HS tariff classification, CIF value (cost, insurance, and freight), machine age and specs.
- If Imported by a Registered Business
Companies registered under the applicable investment regulations may be eligible for import duty exemptions or concessions on plant and machinery, subject to approval and accompanying paperwork such as:
Business registration
Tax clearance certificate
Commercial Invoice
Bill of lading.
Equipment specifications and photos
Business plan (as required).
