Through its agencies, the Ministry of Transport oversees permits for transportation by road, airplane, sea, and rail. Each has a unique procedure:
Permits for Road Transportation
Permits for road transportation are the most prevalent. The following steps are often involved in the process:
For basic car registration and licensing, contact the Driver & car Licensing Authority (DVLA).
Road transport operators now need to register with the National Road Safety Authority (NRSA) in order to receive official accreditation and recognition.
For route and terminal permissions, contact the Metropolitan, Municipal, and District Assemblies (MMDAs).
District Assemblies: For certain operating permits, such as commercial driver’s licenses or taxi taxi stickers.
Methodical Procedure
All commercial vehicles must have a Commercial Road Transport Operating Permit (CRTOP). Send the DVLA an application. Every year, the permission needs to be renewed.
In addition to a regular driver’s license, drivers of commercial vehicles must get a commercial vehicle driving permit. Make a DVLA application. Additionally, this permission needs to be renewed every year.
Foreign Registered Commercial Vehicles: Businesses using foreign-registered vehicles in Ghana must have a Ministry of Transportation license and a CRTOP. A commercial vehicle driving permit is required for drivers. Both require an annual renewal.
Additional Road permissions: Depending on the nature of your business, you could require extra permissions from your local District Assembly for particular kinds of vehicles.
Permits for Aviation
An Overflight or Landing Permit from the Ghana Civil Aviation Authority (GCAA) is required for any unscheduled flights. See the GCAA’s permit administrative charges page for more specific details. The procedures are:
Request Submission: Apply online at https://portal.caa.com.gh, the GCAA portal. Time: At least 72 hours before to the time of your planned flight, submit your application.
Required Information: Provide information on the crew and passengers, the aircraft type and registration, the flight schedule, the operator’s name and address, and the cargo.
Fees: USD 150.00 for a single landing request and USD 150.00 for an overflight request.
🚢 Maritime Licenses
The Ghana Ports & Harbors Authority (GPHA) and the Ghana Maritime Authority (GMA) are principally in charge of this industry. You can reach the GPHA directly at +233-303-663172-5 or by email at [email protected] with questions about marine permits. 🚆 Permits for Railroads

Through the “TransportGhana” effort, the Ghanaian government is digitizing numerous transportation-related procedures. The goal of this digital platform is to make road transport providers’ licensing, permitting, and registration processes easier.
